Telegram CVV Buying Is a Crime, Not a Tutorial
A straight answer on Telegram CVV buying: it is federal card fraud in the US, the sellers are usually running scams, and the penalties are real.

There is no legal way to buy CVV data on Telegram. A CVV is the 3 or 4 digit code printed on a payment card. Card records sold in Telegram channels belong to other people. Buying, selling, or using them is a federal crime in the United States under 18 U.S.C. 1029. A first conviction carries up to 15 years in prison and a fine.
A CVV shop is a Telegram channel or bot that advertises stolen card records. Listings use trade terms. "Fullz" means a card number plus the cardholder name, billing address, and sometimes a Social Security number. "Dumps" means magnetic stripe data. Sellers accept cryptocurrency. Payment goes to an anonymous wallet, not to a business with a refund policy.
The card data comes from data breaches, gas pump skimmers, and phishing pages. The cardholder is a real person who did not agree to the sale.
Federal prosecutors charge buyers, not just sellers. 18 U.S.C. 1029 covers trafficking in and use of unauthorized access devices. 18 U.S.C. 1028A adds a mandatory 2 year sentence for identity theft in cases tied to another felony. Wire fraud charges under 18 U.S.C. 1343 apply when a buyer uses the card number across state lines or through a payment network.
Sentencing depends on the loss amount and the number of victims. Courts have imposed prison terms and restitution orders that require repayment to banks and cardholders.
Do not use it. Delete the message and block the sender. If you find a lost card, return it to the issuing bank. If you receive a card number that appears to belong to someone else, report it to the FBI Internet Crime Complaint Center at ic3.gov.
None of these options involve another person's card data. That is the difference that matters under federal law.
Cardholders report fraud to the card issuer and to the Federal Trade Commission at IdentityTheft.gov. The FTC publishes recovery steps and a free personal recovery plan. Reporting takes about 10 minutes and creates a record that banks and police can use.
