Selling CVV data for bitcoin is a federal crime in the United States. A CVV is an account access device under 18 U.S.C. § 1029. Buying, selling, or moving those numbers is fraud. No legal marketplace exists. Sites that advertise CVV sales operate outside US law, and each party to the trade commits an offense.
18 U.S.C. § 1029 covers access device fraud. A basic offense carries up to 10 years in prison and a fine. The maximum rises to 15 years when a case involves 10 or more access devices, or losses of $5,000 or more in a one-year period. A charge under 18 U.S.C. § 1028A, aggravated identity theft, adds a mandatory two-year term that runs after the first sentence. Proceeds routed through crypto can add money laundering counts under 18 U.S.C. § 1956.
Bitcoin transfers are written to a ledger that anyone can read. Law enforcement agencies and blockchain analysis firms group addresses and connect them to exchange accounts. US exchanges must register with FinCEN, keep records, and file suspicious activity reports under the Bank Secrecy Act. A cash-out step in dollars requires identity documents in most cases.
The cardholder does not pay for unauthorized charges in most cases. The Fair Credit Billing Act caps credit card liability at $50. Regulation E caps debit card liability at $50 when the loss is reported within two business days. Issuers and merchants absorb the balance, along with chargeback costs.
Complaints feed into takedown operations. The Department of Justice announces carding prosecutions each year. Exact counts of active CVV shops are not published by any US agency.
