A straight answer on Telegram CVV buying: it is federal card fraud in the US, the sellers are usually running scams, and the penalties are real.

No legal steps exist for buying CVV data from a Telegram vendor. A CVV is the three or four digit security code on a payment card. A card number plus a CVV is an access device under 18 U.S.C. 1029. Buying, selling, or holding one with intent to defraud is a federal crime.
Telegram channels that advertise CVV data do not operate as a market with enforceable rules. A buyer sends crypto, receives a file, and has no recourse. Many listings are fabricated. Some channels are run by scammers who collect payment and deliver nothing. Others are run by investigators.
Card data comes from skimmers, phishing pages, merchant breaches, and point of sale malware. Card networks track it. An issuer blocks a card once a fraud report arrives. A purchased number often fails within hours. Some sellers send the same record to many buyers.
Contact the issuer and request a new number. Place a freeze with Equifax, Experian, and TransUnion. File a report at IdentityTheft.gov. The FTC collects those reports and publishes complaint data by category. A police report helps if you need to dispute charges.
Telegram's terms prohibit illegal activity on the platform. The company states that it may disclose account data to authorities in response to valid legal requests. That applies to channels, bots, and linked phone numbers.
