Some websites claim to allow sellers if they acquire a “mule” account or use virtual currency. Those methods are also illegal. There are no permits or registration systems that authorize selling CVV numbers. The activity is closely tracked by card networks and law enforcement. Buyer and seller accounts are monitored, and payments leave a trail.
Businesses that store, process, or transmit card data must follow the Payment Card Industry Data Security Standard (PCI DSS). That standard requires encryption, access controls, and regular security testing. Merchants cannot sell card data to a third party. They may only use cardholder information to complete an authorized purchase. Selling that data violates merchant agreements and federal law.
