What a card test is

A card test is a small charge run against a card number to see if the account is open. The person running it does not own the card. The merchant sees an authorization attempt, not a sale. A live card gets used later for larger purchases or sold to another buyer. The merchant pays for the test through gateway fees, chargebacks, and fraud program fines.

How a test run looks on a payment page

Most runs share traits. A merchant sees a burst of authorization attempts in a short window from one IP address or device, using many card numbers. Order values sit near the minimum, in many cases $0.50 to $2.00. Decline rates run high. Some runs pull numbers from one range inside a single bank identification number. Fraud teams call that an enumeration attack or a BIN attack.

What it costs the merchant

Each authorization carries an interchange or gateway fee. A run of 1,000 attempts at $0.30 per attempt costs $300 before any dispute. Card network fraud programs add fines per chargeback. A processor can freeze or close a merchant account after a large run. Small merchants take the largest hit per dollar of revenue.

Controls that stop a run

Legal position in the US

Using a card number without the holder's consent is a federal crime under 18 U.S.C. 1029. The statute covers trafficking in card numbers, and penalties include prison time and fines. Issuers and networks also file civil claims. Buying or selling card numbers is not a legal gray area in the US.

What is not known

Public figures on card testing volume come from network and processor reports, not independent audits. Yearly loss totals are estimates. No public dataset separates card testing losses from other card fraud.
